Mark Millar reveals a very interesting might-have-been:
The real treat for me was the casting notes and confirmation letters from the actors themselves such as George Raft signing up for Two-Face [...] James Cagney as The Riddler, Basil Rathbone as The Joker and [...] Marlene Dietrich as a very exotic Catwoman

[...] but the casting of Batman himself was the main reason the picture stalled and was consigned to the history books. [Orson] Welles wanted to cast himself in the roles of both Batman and Bruce Wayne, but the studio wanted to go with a more traditional leading man like Gregory Peck. Peck agreed [...] Despite being friends with Peck, [Welles] felt that this casting would completely compromise his vision [...] The talks ended abruptly, Welles pulled out of the whole deal
Except it all appears to be a joke by Mr Millar (scroll down to "Batty Man")

Shame, really, sounds kinda fun...

Those of you viewing this journal directly will notice that it's looking a bit plain right now. The stylesheets hare hosted over on my demon webspace, but demon seem to be having technical difficulties. Until demon sort themselves out, enjoy the basic version.
