All too true. I forget which developer I saw quoted as saying "making the computer opponents unbeatable is easy, making them 'human' is hard" (OK, he was talking about FPS, but it's a similar thing). The best I've seen in RTS games so far has been the configurable "standing orders" system in Total Annihilation and Ground Control.
I suspect that making the individual units more intelligent may be the best way to go at the moment - things like returning fire when nearby allied units come under attack, falling back when damaged, etc. I'm not aware of any game that does that, but I think some of the games using "formation movement" are getting some way there.
